Distribution of Transaction Fee Income by Transaction Count: When transaction volumes are low, the BTC in the treasury is sufficient to subsidize all transactions to the fixed fee level. Every transaction receives a subsidy from the treasury until it reaches the Zero fee target.

Handling Unutilized BTC: If the day's subsidy is not fully utilized, the remaining BTC is transferred to the BONUS POOL. This pool acts as a buffer to ensure sufficient funds to maintain subsidies when fees are higher or transaction volumes increase.
